General Summary of the Position

 

The CSO ESA Liaison’s primary responsibility is to grow enrollment in diocesan Catholic schools. By building awareness and executing the state’s Education Savings Account (ESA) program, this position will support Catholic parishes, schools, and families, serving as the primary liaison between participating schools, families, and the state agency administering ESA funds. The CSO ESA Liaison ensures that school leaders and parents, current and potential, are fully informed, equipped, and supported throughout the ESA application and reimbursement process, playing a critical role in both expanding access to Catholic education through ESA opportunities and ensuring compliance of the ESA program.

Responsibilities

Essential Duties and Responsibilities of the Position

 

School and Parish Support:

  • Assist school and parish leaders in understanding ESA eligibility, enrollment procedures, and compliance requirements as outlined by the State of Texas and the Texas Conference of Catholic Bishops (TCCB).
  • Collaborate with the school’s Administration, Admissions, Development, and Pastoral staff to create outreach strategies that highlight the school’s mission and faith-based environment.
  • Support schools in preparing campuses to receive ESA-related inquiries, including enhancing campus appeal, improving front-office readiness, and refining admissions processes to attract prospective families.
  • Collaborate with the Director of Curriculum and Instruction to help schools develop strategies for welcoming and supporting new students with a range of academic needs.
  • Coordinate training and resource development for school staff to manage ESA-related funding and documentation effectively.
  • Train school faculty and staff to walk families through the application process.

 

 

Family Support:

  • Serve as a knowledgeable and responsive point of contact for parents applying for or using ESA funds in the Diocese of Dallas.
  • Provide workshops, webinars, and one-on-one support for families navigating the application and reimbursement processes.
  • Develop and maintain family resource guide to promote and navigate the ESA program.

 

Program Oversight and Compliance:

  • Monitor and track ESA application statuses and communicate updates to families and internal stakeholders.
  • Stay current on all ESA-related legislation, policies, and procedures and communicate updates to stakeholders.
  • Monitor changes in state requirements and ensure diocesan and school compliance with all regulations.
  • Serve as the diocesan liaison to the state ESA program administrators and participate in regular briefings.
  • Ensure local programs are aligned with TCCB expectations.

 

Communication and Reporting:

  • Collaborate with the Communications Office to develop and implement a diocesan-wide outreach plan that promotes the value of Catholic education and ESA opportunities.
  • Collaborate with the Superintendent to interpret enrollment and ESA participation data to assist strategic planning at the diocesan level.
  • Share timely, accurate, and mission-aligned information across multiple platforms pertaining to the ESA program.
  • Collect and analyze data related to ESA participation to assist diocesan strategy and advocacy efforts.
  • Prepare regular reports on recruitment efforts, enrollment trends, and assess the impact of ESA program outcome strategies.
  • Maintain accurate documentation of ESA activities, challenges, and success stories.
  • Perform other duties as assigned

 

Additional Ministerial Responsibilities:

Qualifications

Position Requirements

      

Knowledge, Skills and Abilities:

  • A deep understanding of the value of Catholic school education.
  • Strong interpersonal and communication skills with the ability to build trust and clarity among diverse audiences.
  • Working knowledge of enrollment practices and parental choice policies preferred.
  • Ability to interpret policy and explain complex processes in a clear and supportive manner.
  • Organized and self-directed with excellent time management and problem-solving abilities.
  • Skilled in using digital tools including MS Office, Google Workspace, and webinar platforms.
  • Demonstrated ability to work collaboratively across departments and with external partners.

 

Education and Experience:

  • Bachelor’s degree required (Education, Marketing, Public Policy, Administration, or related field preferred).
  • Minimum of 3 years of experience in education, public policy, school operations, or family engagement.
  • Familiarity with school choice programs, including ESAs, vouchers, or tax-credit scholarships, is a strong asset.
  • Experience working in Catholic education or a Catholic mission-driven environment is preferred.

 

 

Special Requirements:

  • Commitment to the mission of Catholic education.
  • Practicing Catholic in good standing, strongly preferred.
  • Bilingual (Spanish) preferred.
  • Experience working with FACTS Tuition Management or similar tuition platforms preferred.
  • Travel will be required within the diocese for school visits, parent meetings and state meetings.

 

Physical Requirements Specific to the Job:

  • Must be able to travel independently to school sites and diocesan meetings as needed.

Pay Range

USD $80,000.00 - USD $90,000.00 /Yr.
